Adhesive to join Encapsulate baldies to platinum silicone

I just saw the video "How to make silicone Character run Appliances" and chapter where Cory Czekaj is spraying an adhesive layer, he did not explain what kind of adhesive is used.
Can you tell what kind of adhesive does not inhibit platinum silicone?

    You could use an adhesive like Telesis 5 (which has sadly been discontinued) or Mouldlife's "Snappy G" which is what most folks have switched over to.
