Head movement mechanism

Saw similar threads but they were a little older so allow me to raise the dead.

I'm building a big costume (Godzilla), and want to be able to move the head/mouth using my own head movement. However, the head will be about 30cm above my own (and slightly to the front, if that matters)

I'm wondering if there are other good options being height is not as much of an issue.

I'm usually more into the design, shaping, fabric-work and painting so stepping out of my comfort zone here. Any advice or ideas much appreciated!
