Question About Flocking

I just finished BJ’s video on flocking. So I’m gonna try it and see how it works for tattoos, moles, lips etc. anyway... if the video he spray glues then stencils and applies. Here are my questions. What kind of glue was that and he does it with the fabric on the table but can you use flocking on a already made puppet? Thanks Kahula
