Thining latex paint base, mod podge or any clear base which works on latex?

Could I thin mod podge or latex paint base from monster makers somehow, to spatter and splatter it onto or apply in thin washes to my latex mask? I would like to thin it with a pigment inside or the solar color dust. Or is there maybe a better base for that?

    Mod podge can be thinned with water.  You should also be able to thin the latex paint base with a little bit of water.
