Dragon/dinosaur tail armature tutorial for costume?

There was a tutorial or a video out a bit ago about using some kinda flat, flexible plastic board of some kind as the core for raptor/dragon tails... does anyone remember this video or what this material was? You would literally cut out the sillouett, and build it out with segments of foam on the side... this is gonna drive me insane. MIGHT have been a video having to do with the tails in the raptor rigs for jurrassic park. OR somebody showing a rig with similar components... I cant remember! x_x;
