NEEDED: Catfish Head/Costume

Not sure if this is the right place.
I need an anthropomorphic catfish costume for a short I'm working on. It's a personal project, but this is a paid gig.
Ideally the head would be made of latex or rubber and be able to express some fundamental emotions through rudimentary puppetry. I think it'll have fins for hands and feet, but be wearing human clothes.
