Dragon scales for a puppet

im doing a dragon puppet and wonder if anyone has any suggestions on what to use for scales

You could cut them out of L200 foam, and even heat form them to add a little bend.

You could also use a thermoplastic or material like worbla if you wanted more rigid scales.

Depending on how precise of scales you are looking and how good you are with pliers, there's always scalemaille.
