Feature length zombie movie needs make-up fx and prop designer

Howdy folks! I'm putting a budget together for a feature length zombie movie based on a comic series I wrote. It's called Arise. I'll need at least one make-up fx artist and a prop designer/builder. I'm currently budgeting $100,000 in total for this. That includes wages, materials, etc. Funding hasn't yet started, so if I NEED to adjust that amount, we can certainly discuss things. One major prop design needed is a switch blade style hatchet/ax. Here's a short film based on the concept - the ax in question (Skull Splitter) is in the short film. I'm looking for someone to recreate it.
