When do you know it's done

I never feel like it's finished. I always think there is more I should do or that it could be better.
I also feel like I'm done. Like that's all I can think of doing.
Anyway if anyone can take a look and let me know what they think I would appreciate it.
One is a Vampire monster brow and cheeks bones.
The other is going to be a tiki torch.

In basically all arts - especially those with an iterative process, like sculpting - there comes a point where you'll start hitting diminishing returns. That is, the more effort you put into it, the less you'll get out over time. That's simply because the piece is so close to being your vision of "perfect" that you can only make smaller and smaller strides to reach it.

As for deciding when it's "done", that's gonna come down to the artist and the use case. For example, in cosplay, there's a kind of rule of thumb called the Five Feet Rule - if it looks good from five feet or more away, then she'll be right! If you're making this as a custom commission for a customer, then they should be able to decide if they are happy with it.

For the record, I think they both look pretty great!
