Head neck costume movement without helmet

I'm working on an oversized costume with a head that protrudes from chest high instead of being at the top of the costume.  I have been racking my brains to try and come up with a way to connect the head so that it will appear as though it is looking around as I'm moving.  The head is approximately 3lbs and is connected to a 1/2 inch pvc pipe in the back that I can use to connect the head.  Any ideas for how to create this effect would be appreciated.

    Do you not want any type of linkage from the performer's head to control the character head?

    Normally I would find some way to link the performer's head to the character, either via direct rod connection or cables.  If the head is not in a position where it can be easily controlled using a direct mechanical linkage you could use cables.  

    Another common option is to have a false arm on the character so the performer can operate the head with one of their arms.

    Knowing the design of the character and your goals may help troubleshoot.
