Such a cool-looking character, I can see why you want to make it as a makeup!
With the crown of thorns being so large weight is for sure a concern. I might try a low-density 2-part expanding polyfoam for that. There are some formulas that are self-skinning so you get a good surface on them as well. Then you'll need to figure out where the foam horns end and the face prosthetic (I would go with silicone) starts. It looks like the shapes create some good lines that could be used to figure out where the two pieces join up.

This is me getting caught working on my costume in the living room. I was notified by my wife that I was "shedding" too much and needed to take myself outside. I would have said it was too cold outside if maybe I hadn't been wearing an entire elk hide at the time.

I was very happy with how close I got with the hat work and the necklace as any difference from Kid Rock's own would require zooming in on the items. If you zoom in on the glasses you will see my very patient wife, taking the photos.

This last shot was just me messing around with effects in my camera program but it turned out like a poster so I really liked it.

Re: Gluing Ultracal
I've had good results repairing ultracal with Rustoleum Concrete Patch & Repair, an epoxy designed for cements. Definitely do drill out the halves and reinforce as Chris said. For that I like to use a piece of threaded rod, as the threads give you some extra texture to lock into. Ultimately the fragility and environmental susceptibility of stone molds is the reason I've switched almost entirely to composite epoxy molds. It's removed so much headache from my life. Basically doing variations on what the Immortal Masks dudes taught in their silicone mask course for everything now. Helluva course! Thank you Winston School!
